The case of promoting and appointing judges for bribes (also known as " sex for appointment " or "the sex and appointments case" or the Efi Neve case ) is a criminal investigation that began in 2019, in which the head of the Israel Bar Association , Efi Neve , and Netanya Magistrate's Court judge Eti Kreif were suspected on suspicion of poor intervention in the process of appointing judges in exchange for a sexual bribe . The police investigation

Following an investigation conducted by the journalist Hadas Steif , Naveh's ex-wife gave her his cell phone that was left in the safe at her home. After the phone was hacked, alleged evidence of accepting sexual bribes in exchange for promoting judges was found in it. [2] The phone was handed over to the Israel Police in exchange for immunity from Steif's prosecution. The police opened an undercover investigation [3] and on January 5, 2019, the head of the national unit for fraud investigations , Deputy Superintendent Yoav Talem , requested a gag order ( a judge's order that a case may not be discussed in public.) from the Magistrate's Court in Netanya regarding the affair. [4] On January 16, 2019, the police investigation became public. The police detained the lawyer Efi Naveh for questioning , the head of the Bar Association, on suspicion of bribery offenses. [5] In addition, the possibility that Naveh used his status to help female interns with the bar exam, training and admission to the profession was investigated. [6]

That evening, the gag order was partially lifted and Naveh's name was revealed as the main suspect in the case. [7] [8] In addition, Judge Kreif was questioned on the suspicion that she was elected judge in June 2016 after having sexual relations with Naveh, who at the time was the head of the Bar Association, [9] and a lawyer who allegedly had sexual relations with Naveh in order to promote her husband, Justice of the peace, to the judge of the district court . During her investigation, Kreif deleted text messages from her cell phone. These messages were recovered by the police and revealed that the Minister of Finance and a member of the Committee for the Selection of Judges, Moshe Kahlon, was in close personal contact with Kreif, even during the period when her candidacy for appointment to the position of judge was being discussed. [12] The State Attorney's Office responded that there is no justification to investigate Kahlon with a warning , "in light of the fact that the exchange of text messages that was intercepted took place about six months after Kreif's election to judgeship." [13] But according to Aviad Glickman , the police have evidence of a connection between Kahlon and Kreif even before her appointment. [14]

At the end of the investigation, the police announced that, in their opinion, an evidentiary foundation had been formed against Efi Naveh and against Judge Esther (Eti) Kreif for committing crimes in the field of moral purity . [15] In December 2019, the prosecutor's office announced its decision to file an indictment against Naveh on charges of bribery, fraud and breach of trust , and against Kreif on charges of bribery and destruction of evidence, subject to a hearing. [16] Following the disclosure of the affair, Naveh resigned from his position as the head of the Bar Association [17] and in March 2021, Kreif resigned from the Judiciary Burden.

The education minister, Li Andersson, from the Left Alliance said she hoped discussion would move on to “substantive issues” such as “our tasks with regard to this coming difficult winter, the energy crisis, Russia’s war of aggression, fair policies”.

Petteri Orpo, of the opposition National Coalition party, said he hoped media and public attention could now focus on “what the prime minister is not doing. We have an energy crisis, galloping inflation, problems in healthcare. We need leadership.”

Within Marin’s Social Democrats, the Helsingin Sanomat newspaper – which spoke to eight party MPs – warned that while she remained highly popular and there was no pressure to remove her, frustration was growing over the repeated scandals.

Several MPs the paper spoke to had criticised Marin’s judgment and considered her actions “imprudent”, it said, adding that concern was mounting about further photos or videos emerging and whether Marin had learned from the experience.

“Everyone sees her as very capable of doing her job,” one MP said. “She has incredible stamina, parties wildly and also takes care of her work. But there are good reasons to worry about her priorities.
“In a situation where elections are approaching, it is extremely important to talk to our older supporters as well. Finland is still a relatively conservative country, especially outside the capital region.”

The photo came out after a video that showed Prime Minister Sanna Marin dancing and singing with friends prompted a debate about whether the 36-year-old head of government is entitled to party heartily.
Marin confirmed the photo was taken in a bathroom at an official residence of Finnish prime ministers following a music festival in early July. Marin does not appear in the image; the two women featured have their breasts covered with a sign that says, "Finland."
